The Technical Education, Vocational and Entrepreneurship Training Authority (TEVETA) is a Government institution established by an Act of Parliament No. 11 of 1996. TEVETA is responsible for quality assurance and regulation of Technical, Vocational Education and Training (TVET) in Zambia. The Authority is also mandated to promote and coordinate entrepreneurship training in the country.

In carrying out its mandate, TEVETA has the following key functions:

• To register, inspect and accredit all institutions offering TVET;
• To approve and register all training programmes and courses offered in accredited institutions;
• To certify all National Technical Certificate (NTC) and National Vocational Certificate (NVC) graduates;
• To develop, review and update National Occupational Standards (NOS) in liaison with relevant stakeholders;
• To develop and review TVET policy in liaison with relevant stakeholders;
• To provide secretariat support to the TVET Council;
• To monitor and evaluate the performance of the TVET system; and
• To undertake research and disseminate information on TVET.

In order to effectively carry out its functions, TEVETA has put in place the following structures:

• The TVET Council – is the supreme decision making body on all matters relating to TVET in Zambia. The Council is chaired by the Minister responsible for TVET and has 22 other members drawn from key stakeholders in the TVET sector.
• The Secretariat – headed by the Director General, is responsible for the day-to-day operations of TEVETA. The Secretariat is supported by four Departments, namely:
  • Department of Quality Assurance and Regulation;
  • Department of Planning, Research and Development;
  • Department of Inspectorate and Certification; and
  • Department of Finance and Administration.
• The Provincial Offices – located in all the 10 Provinces of Zambia, are responsible for the coordination and monitoring of TVET activities at provincial level.
• The District Offices – located in all the districts of Zambia, are responsible for the coordination and monitoring of TVET activities at district level.

In view of the above, it is evident that TEVETA plays a pivotal role in the development of TVET in Zambia. Through its various functions and structures, TEVETA has contributed immensely to the growth of the TVET sector in Zambia.

The TVET sector in Zambia has experienced tremendous growth in recent years. This is evidenced by the increasing number of TVET institutions and the number of people enrolling for TVET programmes. Currently, there are over 400 TVET institutions in Zambia offering a variety of TVET programmes. These institutions include public and private colleges, technical schools, vocational training centres and apprenticeship training centres.

The enrolment in TVET programmes has also been on the increase. For instance, in the 2013/14 academic year, a total of 101,346 students were enrolled in TVET programmes compared to only 60,882 in the 2010/11 academic year. This represents a 67% increase in enrolment over a three-year period. The increase in enrolment can be attributed to a number of factors, including the introduction of new TVET programmes, the improvement of existing programmes and the expansion of TVET institutions.

The growth of the TVET sector has had a positive impact on the Zambian economy. This is because the sector has played a key role in reducing unemployment and poverty levels in the country. The sector has also contributed to the development of the Zambian workforce by providing skilled and Semi-skilled workers who are able to meet the changing needs of the Zambian economy.

In conclusion, it is evident that TEVETA has made a significant contribution to the development of the TVET sector in Zambia. Through its various functions and structures, TEVETA has played a key role in promoting and coordinating TVET in Zambia. The Authority has also contributed to the growth of the TVET sector by expanding the number of institutions and increasing enrolment in TVET programmes. The impact of TEVETA's efforts can be seen in the positive development of the TVET sector and the positive impact on the Zambian economy.
